The Statesman

From Revolution to Governance 1991

Following the establishment of Kurdish self-rule after the 1991 uprising, Kurdish leaders faced a new challenge: transforming military success into functioning political institutions. Kosrat Rasul Ali became part of the generation responsible for guiding Kurdistan through this transition. His movement from military commander to political leader reflected the broader transformation of the Kurdish national movement itself. The shift required not only military credibility but also the ability to participate in governance, institution-building, and long-term political development.

Prime Minister of the Kurdistan Regional Government 1993-2001

Kosrat Rasul Ali served as Prime Minister of the Kurdistan Regional Government during the 1990s, a period marked by reconstruction, economic hardship, and the development of governmental institutions. The Kurdistan Region faced significant challenges during these years. International sanctions on Iraq, limited resources, political competition, and the need to establish effective administrative structures all placed considerable pressure on Kurdish leaders. As Prime Minister, Kosrat Rasul Ali participated in efforts to strengthen governance, improve public administration, and support the development of regional institutions. Although the period remained difficult, it represented an important stage in the consolidation of Kurdish self-government.

Vice President of the Kurdistan Region 2007

Kosrat later served as Vice President of the Kurdistan Region, becoming one of the highest-ranking political figures in Kurdistan. In this role, he focused on issues related to political stability, national unity, and institutional development. His years as Vice President further reinforced his position as a senior statesman within Kurdish politics. Unlike many former military leaders who withdraw from public life after entering politics, Kosrat Rasul Ali maintained influence in both political and military affairs.

One of the most consistent themes throughout Kosrat Rasul Ali's political career has been his emphasis on Kurdish unity. He has repeatedly argued that cooperation among Kurdish political parties is essential for protecting Kurdish interests and strengthening regional institutions. This position has remained a recurring feature of his speeches, interviews, and public statements. His advocacy for unity has often extended to calls for stronger cooperation among Kurdish military forces and political organizations.

Kosrat Rasul Ali has also supported efforts to strengthen and professionalize the Peshmerga forces. He has argued that Kurdish security institutions should be capable of defending the Kurdistan Region while operating as unified national institutions. This position reflects his belief that military effectiveness and political stability are closely connected. The issue remains an important topic within Kurdish politics and security discussions.

The Independence Referendum 2017

Kosrat Rasul Ali emerged as one of the strongest supporters of the Kurdistan Independence Referendum held in September 2017. He argued that the Kurdish people should have the right to determine their own political future through democratic means. The referendum became one of the defining political events of his later career. Following the events of October 2017 and the withdrawal of Kurdish forces from Kirkuk, he publicly criticized decisions that he believed had weakened Kurdish positions in the disputed territories. These statements further reinforced his reputation as a strong advocate of Kurdish national aspirations.

Political Legacy and Statesmanship

Kosrat Rasul Ali's political legacy is closely connected to the development of Kurdish self-government and the consolidation of political institutions in the Kurdistan Region. Following decades of armed struggle, he became part of the generation of Kurdish leaders responsible for transforming revolutionary achievements into functioning systems of governance.

As Prime Minister of the Kurdistan Regional Government and later as Vice President of the Kurdistan Region, he played a role in strengthening regional institutions during critical periods of political transition and state-building. His public positions frequently emphasized Kurdish unity, institutional stability, the strengthening of the Peshmerga, and the protection of the constitutional rights of the Kurdistan Region.

Unlike many political leaders whose careers were rooted primarily in administration or diplomacy, Kosrat Rasul Ali entered public office with an extensive military background. This experience shaped his approach to governance and contributed to his reputation as a leader who combined revolutionary legitimacy with political authority.

Supporters often highlight his commitment to Kurdish national aspirations, his support for the Kurdistan Independence Referendum, and his advocacy for Kurdish unity. Others emphasize his contributions to governance, institution-building, and the evolution of Kurdish political life following the establishment of self-rule.

From a broader historical perspective, Kosrat Rasul Ali is frequently viewed as a representative of the generation that guided Kurdistan from armed resistance toward political administration and regional governance. As a statesman, his legacy is associated with the continued development of Kurdish institutions and the pursuit of greater political recognition and self-determination within Iraq and the wider region.

For these reasons, he remains one of the most influential political figures in contemporary Kurdish history and a central figure in the evolution of the Kurdistan Region.
